As the issues wraps up, Banner Hulk and Steve Rogers go to the same base that Iron Man and Ross went to in the first issue, with Banner trying to explain why Ross could be an asset. How his admiration to Steve could be used to help keep him on a short leash, how he has a brilliant military mind to go with the extreme amounts of power. That he is a patriot with no qualms sacrificing his life for the good of his country.
