Despite that Banner was the one who convinced Ross to fake his death, the General never thought too far into it. He’s dead, he had a heroes funeral, Captain America showed up. It was the best day of his life, and it was his damn funeral. And then if he ever tries to come back as Ross, Banner has threatened to see him hung for treason….which is not an impossibility, as Ross really did commit treason to get to where he is now. All the Intelligencia stuff really was a bad idea in retrospect.

So now all he has left….is being the Red Hulk.
