Meet Citizen Soldier, one of the many abstract concept beings that exist inside the Wildstorm Universe. Much like Jenny Sparks was the spirit of the 20th Century, Citizen Soldier is the Spirit of America, a warrior spirit that has been involved in every American military campaign since the Revolutionary War and who is the living incarnation of everything American. Now Citizen Soldier hasn’t been seen in over fifty years, ever since he was shot point-blank in the head by wetwork operatives working for the House of Un-American Activities back in the late 1940s. But the once mighty hero has resurfaced in the last couple of months as the leader of an underground movement that has begun planning a counter-revolution against the corrupt forces inside of the United States government. The forces who force their views and morality upon the country, rape the environment, send troops to fight and die in wars being fought over fake evidence and personal grudges of political figures, and allowing big, multi-national corporations to screw over the average American citizen while at the same time being given big tax breaks and literal immunity to do as they please.

After stealing all of the gold from the Federal Reserve Building in New York City, Citizen Soldier unleashes his Suiciders upon the city with two missions: leak the information of the theft of the Gold Reserves to key investors at the New York Stock Exchange and murder the three men who has the ability to stop trading on at the stock exchange when utter and complete panic overtakes the traders in their desperate attempts to sell their stocks. Doing so will lead to the stock exchange to be consumed with chaos as the evil multi-national companies are bankrupted as a result of the stock market crashing like it has never crashed before. With this, the first stroke of Citizen Soldier’s plan for a revolutionary cleansing of America from the evil and corrupting influences inside of it will have been carried out.

At the moment, Stormwatch is the only ones who know that Citizen Soldier is back and that his forces have already drawn first blood, killing one member of Stormwatch and mortally wounding another member of the team during the gold-heist several issues earlier. But they have a bigger problem going on right now that has taken their full attention away from Citizen Soldier’s plans to bankrupt corporate America. Americans everywhere are finding themselves experiencing what can only be described as a shared nightmare that haunts their dreams nonstop. In this collective dream a group of Klansmen, led by a young man who bares a striking resemblance to Patrick Kent (President of the United States in the Wildstorm Comic Universe) brutally murdering a young black family. As the Stormwatch team tries to decipher the meaning of the dream, crowds of protestors begin flooding the streets of Washington DC as they demand an answer from the President about his KKK connection. An accusation that most likely is true given President Kent’s reaction when one of his aids tells him about the nightmare everyone is having and the President suddenly shutting down a regularly scheduled press conference the morning the angry mob of people wanting answered started showing up in town.

Realizing that Citizen Soldier must be behind these events, the Stormwatch team suits up to try and prevent the rioting that has broken out at the New York Stock Exchange. But even if they can restore order, how do they deal with an enemy who’s a living idea given human form and has an army of followers ready to kill and die for their cause? Especially one who’s plans are already coming to bear fruit?
