1. Shawn Michaels (NR) – Voted in by the fans at Cyber Sunday, and still looks like the top threat for Orton’s Title
2. Triple H (2) – Continues to battle Umaga, with no end in sight
3. Mr. Kennedy (4) – Kennedy has the IC title in his sights
4. Umaga (3) – HHH is giving him beating after beating
5. Hardcore Holly (7) – From bottom feeder on ECW/SD to top of the pack on Raw
6. Cody Rhodes (8) – Looks to get back on the winning ways with tutelage from Holly
7. Carlito (5) – Tow losses to newcomer DH Smith drops him down a few spots

– Recent victories and quality of opponents
– Quality of matches (psychology, workrate, and entertainment value)
– Quality of TV exposure (length, placement during show, and crowd response)
**Both primary and secondary heavyweight champions are listed at the top of each brand’s rankings, with the assumption that Intercontinental or United States Champions are de facto top contenders unless otherwise stated on television or online by WWE.
***WWE’s Cruiserweight Division has no current Champion, and has not been mentioned at all since Hornswoggle was stripped of the Title back in September.
