There is a power vacuum in NYC after HAMMER fell out of power and Matt Murdock and the Hand, with Shadowland (a building as his headquarters in Hell’s Kitchen), are preventing chaos according to Iron Man, Thor and Captain America. They do think, however, that this is temporary and will take action if after the transition period, Daredevil doesn’t back off.
