R.E.B.E.L.S. and Jonah Hex "safe" at DC despite low sales

At a DC Universe panel in San Diego Comic Con 2010, in response to a fan question, Senior Story Editor Ian Sattle noted the following:

On the status of low-selling titles “REBELS” and “Jonah Hex,” Sattler said, “they’re not going anywhere.”

As a R.E.B.E.L.S. reader, I am pleased about this as are Hex readers, but it does beg the question about how DC makes these decisions. Both of these books fill a sub-genre void in DC’s super-hero comics, but other equally deserving books like Manhunter are no more. I’d like to know more about how DC makes these calls. What do you think? I’m happy about this news, but mystified as well – all in one. :)
