When camp opens, Welker will be a full participant.
The Boston Hearld is reporting that Welker will be back in time for camp despite not yet being medically cleared for full participation. They also say he is likely to start camp on the PUP list for precautionary reasons.
Welker tore his ACL on Jan. 3rd against the Houston Texans and surprised everyone by taking part in a limited training camp practice just 4 months after the injury.
