While in Outsiders I got the impression that he was going by “The Insider”, this masked man who seems to have all of the JLA’s powers rolled up into one is none other than Bruce Wayne!
As for why he’s being all secretive and non-Batty, well, he’s putting the Bat Family to the ultimate test and seeing just where everyone is at now that he’s back and how things have gone without him.
Usually by fighting his unknowing allies, as aside from Tim Drake, the only others to find out that it is him have been Katana and Batgirl, in both cases after fighting him.
