Central City is now the City of Rogues…
…with the Flash seemingly dead; he was depowered at the end of the last arc.
The Rogues may well be part of the eventual plan that sees Apex Lex Luthor lose at the end of DC’s Year of the Villain as they are conflicted; they welcomed his “fair” dark gift, but sneer at his multiverse plans.
The issue includes a confrontation between Captain Cold and Commander Cold; a relative of the OG Cold from the future stuck in the past.
This family civil war ends quickly with the OG on top.
The book ends with the revelation that the other new Force Users are imprisoned in Iron Heights as are, perhaps, other potential allies like the Trickster?
There’s also someone else captive in Iron Heights…
…the depowered Flash Barry Allen who will watch the head of Commander Cold thaw! Captain Cold is no longer a villain with a moral code of some kind, but cold blooded (pun intended) killer?
Although, that ending appears to have been spoiled for months with the cover to Flash #83 out on November 27, 2019.

An intriguing issue that keeps the momentum going for this series. Another strong start to a new arc story wise plus solid art. 8 out of 10.
