He is the pre-Flashpoint Conner Kent Superboy; a clone of Superman and Lex Luthor’s DNA.
As Dr. Glory is arrested and whisked away, it appears Young Justice has been deputized by the Justice League.
The Wonder Comics heroes all make up the Young Justice League; the book ends with Superboy confronting Impulse over what he’s hiding and who he is.
Next up is Young Justice #16. Here is the the OG solicitation, but don’t mind the release date due to the pandemic. YJ #16 is scheduled to land in stores on July 7, 2020.

A fun issue. Solid plot, great art, but waayyy too many word balloons. Awesome cliffhanger though. 7 out of 10.
