The book opens with Bruce Wayne at a funeral for a slain cop and we get a tease involving Officer Nakano.
Looks the citizens of Gotham City see Bruce Wayne as vacuous.
The whole issue is around a pretend ghost cop hunting, but it was all about him trying to clear his dad’s name.
The book ends with GCPD Officer Nakano kicking off his journey to Mayor Nakano of Gotham City.

An interesting issue whose purpose seemed to be get us to Officer Nakano’s mayoral run which is set to win and outlaw vigilantes like Batman. Despite overall story being ok, the art was spectacular. 7 out of 10.
