You’ll note that the cover is not a complete picture of who is a part of Infinite Frontier; you get a better picture perusing four variant covers to titles from DC Comics March 2021 solicitations.

Justice League #29 above with Suicide Squad and Teen Titans Academy part of the League’s family of titles it would appear.

Wonder Woman #770 above and Superman #19 below; interesting that there is Superboy on the Suicide Squad on the earlier Justice League cover (dressed as Conner Kent of old) and two more Superboys below (presumably the recent Conner Kent of Young Justice and Jon Kent of the Legion of Super-heroes).

Batman #106 below with Grifter too.
