The Penguin is on a mission to punish the wealthy who have done no good with it according to him.

As part of plan anticipating Penguin’s next step, Batman as Bruce Wayne attends a gala for the wealthy as Tim Drake Robin surveils the location; we learn Batman is proud of the man Tim has become.

Penguin attacks and Batman gets his costume on partially.

However the assailant is really Clayface who Batman has scared.

Robin is shot and he needs a hospital as the bullet went through an artery.

Later, Batman tracks down Penguin due to Clayface giving him up.

He’s dying from mercury poisoning.

His last act is to killed himself, but frame Batman for his murder?!

The book ends with the world thinking Batman is a killer.

As well as “Failsafe” being activated in the Batcave?!

An ending spoiled by a variant cover for Batman #125 featuring this new Failsafe character.

The back-up story features Catwoman being asked by the Underbroker’s new associate, the Executor, looking to execute Penguin’s will and wishes within seven days.

That requires hiring Catwoman to track down those named Penguin’s will including his children?!

That Talon was unmasked as some kind of animated corpse of Barbara Gordon’s bother James Gordon Jr.?!

Bane convinces his daughter Vengeance to follow him.

As such, that leaves James Gordon Sr., the Joker and the family of cannibals, hungry for the Joker quite literally, in a locked safe room.

Joker seems kills a cannibal as Gordon looks on.

The book ends with the cannibals arrested, Joker free, and James Gordon not going back to the Gotham City Police Department (GCPD) in any capacity; in fact he, Harvey Bullock and others are going into “private practice”.

The back-up take features a finale with Bluebird vs. Punchline.

Punchline remains a psychotic social media darling.

Apparently she has another series coming in the Fall 2022 called Punchline: The Gotham Game; so an ending that serves as a beginning as well?
