Red Goblin #1 Spoilers.
Red Goblin #1 ends of a cliffhanger last page that reveals that a Goblin King is stalking Norman Osborn the grandfather of the Red Goblin’s host his grandson Normie Osborn (interestingly the Red Goblin symbiote responds to the name “Rascal” when apart from Normie).
Looks like this Goblin King thinks Norman Osborn is thwarting his attempts to create a Goblin Nation made up of abandoned street kids by unleashing this Red Goblin despite the book opening with the Red Goblin noting he hates goblins.
Those kids are grateful to their master and go off after Norman Osborn.
Norman and his family, including Normie, are at a gala that this “Goblin Nation” attacks.
Normie can’t help as he’s left his symbito back at home 30 blocks away leaving the kids to kidnape Norman Osborn and take him back to their master who is revealed to be the Goblin King who is a former Hobgoblin.
As I noted with a previus Amazing Spider-Man double review (full spoilers here) there are a few choices when determining who is a Hobgoblin.

‘Red Goblin’ #2 First Look Pits Normie Osborn Against the Goblin King
In a special first look at ‘Red Goblin’ #2, Normie Osborn attempts to rescue his grandfather with a little help from his symbiote Rascal.
As an Osborn, Normie has always struggled with his family legacy, but he’s about to take that fight to a whole new level.
In RED GOBLIN (2023) #1 by Alex Paknadel and Jan Bazaldua, Normie witnessed Norman’s abduction by Goblin Nation, the gang his grandfather ran during his time as Green Goblin. Now, in RED GOBLIN (2023) #2, Normie will do whatever it takes to get his grandfather back… even if that means working with the volatile symbiote he calls Rascal. Together, they will face the new Goblin King, who took over Goblin Nation after Norman’s sins were cleansed by Sin-Eater.
