The Joker and his henchclowns are in the Hollywood.
That’s on the West Coast while he usually calls Gotham City home which is on the East Coast of the U.S.
The Joker is causing Hollywood to literally burn and even takes credit for it with using an advertising blimp.
Riots in ensue on the street and his henchclowns encourage the Joker to flee thinking the police will have a shoot to kill order if they see him.
He has no money so a cab is not an option it would seem for a villain who usually kills first and asks questions later.
Surprisingly, the Joker is confronted by Batman and Robin, but not THE Batman and Robin.
The Joker decides to play along with the street performers, with the tourists, so hr can gain his cab fare.
When gets what he wants, he seemingly kills the Batman street performer!
Only to be confronted by the Kate Spencer Manhunter, a surprise ending that was spoiled with the reveal of the main cover to The Joker: The Man Who Stopped Laughing #7 as part of the DC Comics April 2023 Solicitations spoilers.

A wild, dark thrill ride with the mystery of TWO Jokers deepening. There’s the ill Joker in Gotham City tended to by “sidekick” Solomon Grundy and the other Joker we see in the main adventure chaos in Hollywood on the other coast of the U.S. The art was solid as was the multi-layered story with action, intrigue and dark humor. Nice to see the Kate Spencer Manhunter back as readers would remember her. Intrigued to learn what happens next issue. 8 out of 10 on the strength of the main story.
