The whole point of the prison riot in the issue was that the Reavers had been hired by a client who bounced a check, so they went after him as payback. They were stopped by Batgirl and her amazing friends, but the client was still a mystery.
Then Steph saw one door in the jail was still closed and she opened it, revealing the mastermind behind so much that has happened in this book. Someone who knows exactly who she is, and someone who should have left out some obvious enough clues for her to figure it out.
