The answer to the question in the headline is that Jace Fox remains the Batman of New York with his sister Tiffant Fox, who has yet to choose a nom de guerre, as his partner.
During the issue, Jace revealed his identity to his adoptive mother who was held hostage that he, his sister and Nobody, ultimately freed.
How the Batman of New York City fits into the Dawn of DC plans has yet to be revealed.
