After escaping from Ra’s with the help of Talia, Jason Todd takes a ship to Gotham and outfits himself with weapons and gear with a single goal in mind. To kill Batman for not getting revenge on the Joker in his name. His plan involves spending several hours inching towards the Batmobile, set an explosive, and then spend several more hours inching back away from it. All so he can kill Bruce when he returns.
He doesn’t pull the trigger, though he does plant the bomb, which alone shows what he’s capable of. I mean, sneaking up on the Batmobile! He can only move one inch every five seconds!
